Tempest Keep (Eye) Empty Tempest Keep (Eye)

After killing A'lar event it gives you the key to room #2. However there is no event npc where the Void Reaver boss would be. If this is room #2 that is the issue, however there is an npc at Solarian and Kael but that key doesnt work for them.
